Any engine that is seized should really be stripped, you can never be sure of what damage you may do freeing it off, two strokes are very fussy about the condition of there insides !! theres not many bits to a mariner 4, you could strip it in an hour or so, remove the fly wheel, remove the stator, remove the cylinder block from the leg, 6 bolts under the lower tray if I remember correctlly, remove carb , remove bolts from crank case joint , split crank case joint , remove crank with piston, thats it.

Its going slow, recoil starter & tank off BUT the head bolts won't come out they turn about 1/8 of a turn or less and then you feel them binding up again a bit of a rusty grinding noise, fear of too much force on them will shear off in the block. WHAT NEXT???? not loosening enough for WD40 to be any help. Try heat?? or is this a no no.

Also any parts required where the best place to get them, other than from a Mariner dealer, can one get "non genuine" parts if so where? or anyplace does 2nd hand bits ( from someone who strips down engines ) no one over here other than Main dealer.

Heat will help no end. Get the aluminium around where the bolts go in good & hot (not so hot as to melt it though :o ), use a decent penetrating oil (WD is not designed for this purpose). Let it cool & heat it again - repeated hot & cold with penetrating oil will do the trick if it's going to happen at all. Clive may pitch in with some more ideas.
Mercs are like women, no 2 are exactly alike. That's what testing is about. In general it is safer to test motors and props than women!

Austin,
When you say head bolts, do you mean the bolts that hold the power head to the leg under the lower tray, about 6 or 7 in total,or do you mean the bolts that hold what looks like the cylinder head, with the spark plug in the center, but is only a water jacket, the cylinder head is cast into the block and not removable, if its these ones, you don't need to take them out as theres nothing in there only a water way.
if its the bolts that hold the power head on, warm them up,and as Geoff says, take them through 3 or 4 heat cycles, if the engine has had as little use as you say, it should almost fall apart, there are no patern parts available for this motor, other than water pump impellors and maybe some ignition parts, small engines are looked on buy the trade, in the same way as a washing machine or television, you will get good use out of it with very little mantainance, but when it has a major problem, you buy a new one, its cheaper than a major repair.
