What is this? fitted in the stern of a mates boat at stren, I have not seen it yet,only saw the pic

Possibly a hydraulic pump looking at the two pipes in the picture & what could be a resevoir underneath. Does it have trim tabs?

thats a trim tab unit, had one on a sealine the same. Uses power steering fluid usually.
