Looks very tatty and is likely the coils have failed. Will be around 300-400 quid to fix properly assuming there is little internal wear and tear and no water in the gerarbox. It will likely need new coils, plugs, points, condensors, carb kit, impellor, water pump housing and wear plate and gear oil. Cosmetically will need paint and decals, new transom clamps, etc, etc. Problem is that at this stage in it's life (35+ years old) all the bolts will have corroded and most will break. They say 40hp, but although torquey by modern standards is likely they're 30hp at the propellor. A very nice electric unmolested one will set you back £350-450.
Fasten bra straps and remove dentures...

Walk away - on second thoughts, run away as fast as you can... I just sold my Johnson 25 with a shed load of spares and nearly all sorted for £180. You can do so much better than all this depressing old scrap. I can't help feeling you are underestimating how much work is involved in getting a safe and legal boat, trailer and engine together and 'on the road'.

Please give yourself a chance and keep looking - I'd love for you to prove us all wrong but the odds are stacked heavily against you with this particular combination...

As I've said I think I'm gonna give the one I bought a go. I might keep an eye on this though

Depends what you are planning to do with the boat, it sort of drops in between a 'fast' motor & a river plodder on the Scorpio. Arguably a bit big for the latter but certainly a bit small for performance use on a boat this size. Probably get her on the plane one or two up but any more than that she will struggle. Good little motors these though, if any good of course, see this thread for cautionary tale of an ebay outboard purchase.

I think its rated for 65hp so should I go right up to this for fast cruising?

What Alacrity says! I also see that he is selling the loom/remotes etc. separately - all needs to be taken into account. It does look a bit bashed about, which although may be only cosmetic, kinda reflects the general treatment it's had over the years to me.
