Possibly self bailers, often found on sailing dinghys

If so they should have a hinge mechanism on the forward edge to enable them to be opened when under way to suck out the water from the bilge.

With my boat I used a diamond holesaw to cut a window in the inner laminate low down to assess the state of the plywood core.
