Would it be possible for someone to advise on the correct type of Gelcoat filler if Plastic Padding gelcoat filler is proving too yellow/brown?

Sorry about the pic. This is a 92193/4 trim cylinder end cap and and ram. Does anybody know the part number for the pin wrench used to remove?

I am having a small problem with my steering cable. (Ride Guide Rack behind the dash style) Having been freed off, there is now a hard spot in the end shaft (engine end) can they be taken apart, similarly can the control cables (Quicksilver) be taken apart?
