If you are serious about the trailer then it needs to be blast cleaned, hot zinc spray coated, primed then a good quality enamel paint.
Will cost a bit but it won't rust.

The attached pic is rather grainy but the boat shown has markings similar to your craft although the bow area looks a bit shorter. It was taken circa 1962 on Ullswater and, I think the boat was called Snapdragon, but it was a long time ago.

Try Navigators and General, I use them for two different boats
