Yes but there is no rib in the middle of you engine cover, but there is one down both sides, and because the deck is curved i think you will find it is lower on the sides , compared to the middle as well . I had to shorten my trumpets because they were in the way. We shall see when I do the final "...

To act a flame guards (which is what they're sold as) and yes the lid will close, top of carbs 1" lower than top of rocker box!!

just be careful, the distributer on a crossflow is just below the rear carb on a twin DCOE set up, when the carb floods, the fuel drips onto the distributer and can catch fire, I know this, as it has happened to me more than once..!! I think you will find that the angle will affect the carbs, as you know ,the DCOE type carbs use a common float chamber serving both venturi's in each carb ,at 12 deg, one will be higher than the other,and 12 deg is the angle from the keel line, not the angle that the boat planes at, or the angle t...

Interested to know how well the webers work on a 12degree angle ? Dellortos on mine actually, but yes! I am interested to know - the Alpine H120 engine had them on an angle didn't it? My local hillclimb (Harewood) is more than 12 degrees for much of the way - and plenty of cars with Webers/Dellorto...
