Bear in mind a new 4-stroke 70hp Yamaha will cost around £8K, the equivalent 2-stroke hp is around £5.5K (and with newer oils can manage a cleaner burn than 18 - 22 years ago when the emmissions analysis took place). Remains to be seen whether this bit of legislation will be on the cards to be revoked though...
