Transom bolts

I'm sorry if this is a stupid question!
I'm going to be bolting my outboard to the wooden transom
The boat's unpainted at the moment and I was going to drill the holes ready.
10mm bolts so usually a 10mm drill bit, but after painting the hole diameter will surely be a little smaller because of the paint... so should I make the original hole a little bigger say 11 or 12mm?
I'll be sealing them carefully too.
